Agricultural Debt Waiver and Debt Relief Scheme
The Agricultural Debt Waiver and Debt Relief Scheme (ADWDRS) was launched by the Government of India to provide financial relief to farmers by offering direct agricultural loans, including short-term production loans for agricultural and allied activities. This article delves into the specifics of the Agricultural Debt Waiver and Debt Relief Scheme.
Types of Loans
Farmers can opt for any of these two loan types under this welfare scheme, which are explained below:
Short Term Production Loan
These loans are intended for the cultivation of crops and must be repaid within 18 months. They cover working capital loans exceeding Rs. 1 lakh for both traditional and non-traditional plantations and horticulture.
Investment Loans
- Investment loans include credit for both direct agricultural activities and allied activities.
- This credit is used for the replacement and maintenance of wasting assets and capital investment designed to increase land output. They are disbursed through scheduled commercial banks and cooperative credit institutions. Loans are also offered directly to groups of individual farmers. Direct Agricultural Loans available under Kisan Credit Cards are eligible for this debt waiver/debt relief scheme.
Eligibility Criteria
Farmers opting for either Short Term Production Loans or Investment Loans are eligible under this scheme and categorized as follows:
Short Term Production Loan Eligibility
| S.No. | Farmer Type | Activities |
| 1. | Marginal Farmer | Cultivates agricultural land up to 1 hectare (i.e., 2.5 acres) |
| 2. | Small Farmer | Cultivates agricultural land more than 1 hectare but up to 2 hectares (more than 5 acres) |
| 3. | Other Farmer | Cultivates agricultural land more than 2 hectares (more than 5 acres) |
Investment Loan Eligibility for Allied Activities
Under these loans, farmers are categorized based on the amount obtained for allied activities.

Benefits of Debt Waiver and Debt Relief
The Debt Waiver signifies a 100% waiver of the eligible amount, while the Debt Relief signifies a 25% waiver under the One-Time Settlement (OTS) scheme. The application of Debt Waiver and Debt Relief is as follows:
- Marginal/Small Farmer: The entire eligible amount is waived.
- Other Farmer: Receives a 25% rebate subject to the condition of paying 75% of the eligible amount. Additionally, a rebate of Rs. 20,000 or 25% of the eligible amount, whichever is higher, can be claimed from the Government of India upon receipt of the remaining balance. Certificate of Debt Waiver and Debt Relief
Marginal/Small Farmer
Upon the waiver of the entire eligible amount, lending institutions will issue a certificate stating that the loan has been waived, specifying the waived amount. Learn more about regulatory requirements that affect such schemes in Section 271AAD.
Other Farmer
For 'other farmers', after applying OTS relief, a certificate will be issued by the lending institution showing the loan account settlement satisfactory to the institution, and highlighting the eligible amount, the farmer's paid share, and the OTS relief value. The certificate format is prescribed by NABARD/RBI, and institutions will obtain an acknowledgment from the farmer. For guidance on official procedures, explore name change procedures.
